I need to rename an app's \data\data folder and Android to be okay with it

What determines an app's \data\data folder? I attempted to boot into TWRP and gave the folder a random name, and then also edited \data\system\packages.list to point to the new name. But after reboot it changed both right back. What is Android basing this detection and change on? I'd like to make it permanent.

To be precise, this is a problem with Magisk, but its repackage-with-random-name feature keeps quietly failing and I've given up on it. I know Pokemon GO looks for that folder so I'm trying to change it.
